Popular Leader Ribbon bug

I'm currently playing a game on the south american map, i'm playing as Peru, Colombia won a war against Ecuador, but Quito and Guayaquil revolted and turned into my territory, but i din't received the Popular Ribbon.:nono:

I think that might be a bug of the game.
