how to report supect multi account?

I am playing a goldround (alliance game, anonymous round), game 508334.

I might be wrong, but the Turkish player joining on day 20, and only building transport infrastructure benefiting another member of his alliance (currently Greece, North Russia, West Algeria) seems dodgy to me.

Question is: how can I have this checked? There are no DE articles nor messages to report in this case...
