Scene
A brutal war has raged in Europe for the past 4 years leaving many of the Old powers weakened and demoralized. The French, and British, although victorious in their war against the tyrannical Germany, have lost a combined 18 million men in the meat grinder that was the Great War. Germany, beaten, is fighting itself, turmoil and economic swings have left the former world power a shell of its former glory, its people weakened and demoralized, however, the time is right to seize power, and many are trying to do so.
Spanish neutrality proved futile against the rising inflation and weakening Government, the people are preparing to rise, the very Government is threatened, a new name is on the winds, "Franco." The United States, while thriving in an unprecedented Economic boom brought on by their late entry into the War, have retreated back into the shell of Isolationism. Its Government split over the issue of funding the reconstruction of War torn Europe. All the while the Russian Giant, betrayed by her allies, slumbers, and rebuilds itself, a new leader at its head.

RULE I: If there is a realism debate that calls a specific article or action into question, there is no final authority on the matter. Because the 'Setting' lead-up to this scenario is skimpy, it has purposely left much room for imagination. However, if you disagree with what a roleplayer has done, bring it to the forum, not the DE - and if what a roleplayer has done is so blatantly stupid, then jot it down in your mind, and remember when recruiting for future games what said player did in the past. This is not blacklisting, this is forming opinions. There is roleplay freedom in this game, but keep in mind that always there are roleplayers judging your actions, and roleplay. Conduct yourself in a way that you wish will speak of what manner of roleplayer you are. It's always important to know that you are not just following examples, but setting them.
RULE II: To prevent wiping and general muckery, should two nations be at war, they should constantly be negotiating peace - the aggressor, what he wants; and the defender, what he's willing to give (of course, the aggressor can turn into the defender, and the same rules would apply). If the defender offers 'surrender', then they agree to the current peace agreement that the other party has set, and the two parties MUST MAKE PEACE - therefore, it's important for the aggressor to always have a war aim that they're willing to push for, and to constantly inform the defender of their wargoals, or new wargoals. This is an IMPORTANT RULE.
Important Note:
The United States (party 1 and party 2) ARE ARE ARE the same nation, I split the Unites States to allow for the Democratic processes of the Two Party System, they can not conduct public policy unless they both agree on what that public policy is.
for example: France invades Spain, the USA can not trade embargo France unless they both agree on it.
