Well it happened to me a few times and to other players.
I was thinking, why not put a confirm after you want to do something with gold marks? Seriously, sometimes I press in mistake raise moral or buy things with gold mark while I am building stuff in my city or bringing things up.
Think about it, it could be a really helpful and great idea.
