Workshop level 2

I have some level 1 workshops in my inland and coastal cities but why when I want to upgrade to level 2 the option for level 2 workshop only appears in my inland cities but not in my coastal cities build menu?

I have nothing else building there and I have enough resources,

I haven't played Supremacy for quite awhile so I don't know if this is how it is suppose to be but can't find any info about this in the manual,

Any info would be appreciated
