Can't attack? FUUUUU

I am fighting NUSA as SUSA. As the NUSA-provoked war is coming to a close (he is losing) he begs me to stop attacking and sends a sharemap request, to which I accidentally accept. immediately I declare war once again and the division that was seizing a NUSA city can now not attack anything nor can the rest of my army.

This (glitch?) has put me in a critical state as my economy is now diminishing and I'm running out of soldiers to fight with, I need to end this war soon!
