Right of Way then war?

Hello all

If i have established a right of way agreement with a neighboring country and i sent troops and artu in range of a few of their sity then declare war. Will my troops then Auto attack? I have observed from some other games that once war is declared then troops are auto relocated out of each others territory back to the nearest friendly city? Does that happen in this game?
